plebiscita vs. laws
 
In 287 BCE the dictator Hortensius was chosen from among the plebs to solve this crisis. He proposed a lex ("law") in the comitia centuriata (which had the responsibility for overseeing legislation pertaining to all of the people) which would make binding plebiscita (singular is plebiscitum) from the concilium plebis ("assembly of the plebs") on all of the people as well.
