In Dividing Lines, Daniel Tichenor explains the immigration policy change and status quo as the product of three factors:  the role of expertise and ideas in reshaping how elites view immigration; the creation of odd bedfellows coalitions among powerful societal actors; and the product of institutional veto and opportunity points.  In this paper, I want you to argue which one of these 3 explanations you believe is the most important and how it explain immigration policy (a policy can be the enactment of a law, a non action or maintenance of the status quo, judicial ruling, or administrative action) in 2 or 3 different time periods. 

 

Good writing, defined as a tight argument, crisp phrasing, potent analysis, sharp transitions, witty title, and precise evidence, is at a premium.
