— 23 — PRIZE MONEY won by Foreign Exhibitors is subject to the US IRS regulation requiring sporting events to withhold 30% of prize money. Foreign exhibitors must obtain a US Tax Identification number in order to receive prize money. MEASUREMENT and MEMBERSHIP CARDS: All ponies, junior hunters, and children’s hunter ponies must present measurement cards or will be required to be measured. See Rule HU170. Each entry form must give the owners USEF/USHJA membership number , proper mailing address, telephone number, and either a Social Security number or employer’s Federal Identification Number. A copy of each owner’s, trainer’s, handler’s and rider’s USEF and USHJA membership cards must be presented to the Show Secretary before any numbers will be given out. Please send a copy with your entries . MICROCHIPS: All Horses competing in USEF licensed Hunter/Jumper/Equitation competitions must have a USEF approved Microchip on file with USEF. Horses will not be allowed to compete until this requirement is met. SAFESPORT: All Senior members of USEF will be required to complete a Background Check and Safe Sport training class at USEF.org before competing in a USEF Licensed competition. An exhibitor will not be allowed to compete until this requirement is met. PROTECTIVE HEADGEAR: Protective Headgear which meets or exceeds ASTM/SEI standards for equestrian use and carries an SEI tag must be worn by all riders at all times while mounted on a horse or pony. Headgear must be properly fitted with the harness secured at all times. (See Rule GR 801) DRIVER’S LICENSE STATEMENT/MOTORIZED VEHICLES AND GOLF CARTS: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate motorized vehicles as long as they are accompanied by an adult with a valid driver’s license . The Parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or action resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. MANAGEMENT: The Management reserves the right to cancel, combine, or split any class if entries warrant or the rules of the USEF require it. The Management also reserves the right to change the order of classes before or during the show, to move classes to another ring, and to decline any entry and to return money owed before or during the show without being liable for compensation. SKIDMORE COLLEGE HORSE SHOWS, its officials, sponsors and employees shall not be held responsible for any accident or loss which may occur to any exhibitor, spectator, guest, rider, groom, attendant, or other employee, animal, or equipment at this show. This will be a condition of entry. Should any questions arise that are not covered in the rules, they will be referred to the Horse Show Committee, whose decision shall be final. STARTING/JUMPING ORDERS: Jumping orders will be produced in accordance with USEF Rule HU158 and JP112. Orders will be established for every class over fences. A systematic rotation will be employed within each section. Riders with conflicts due to other rings running at the same time should communicate with the starter so that necessary adjustments can be made. At no time will the rings be held up more than three (3) minutes due to conflicts. A dotted line may be used and posted on the course chart and designated in the ring. DOGS: Dogs must be on a leash or otherwise contained at all times and are the sole responsibility of the owner. Individuals must not lead dogs on a leash while mounted. Dogs must have proof of rabies vaccine . Loose dogs will be detained and their owners fined $250.00. ELECTRICAL/FIRE REGULATIONS: The fire lanes around the barns must be kept clear at all times. Vehicles may not be parked in barn aisles or on any service roads. Vans and trailers must be parked in a designated area. Electrical installation and connections must meet all state and county fire/safety codes. Only UL Listing 1363 Power Strips and One Plug Heavy Duty outdoor extension cords are allowed. No multiple plug extension cords are permitted. All electrical cords must be grounded. Anyone in violation and found not in compliance and will be asked to remove or replace unacceptable electrical cords. NO Class 1 flammable liquids such as gasoline are allowed in the barns or on the property. Skidmore College White Hollow Farm is a smoke-free property. SMOKING IN THE BARNS OR ON THE GROUNDS IS PROHIBITED. JUMPER NOMINATING FEE : To be eligible for indicated jumper divisions (see Jumper Division Specifications), horses must be nominated by the start of each show. NOMINATIONS for all jumper division and classes close as indicated. Post nominating will be accepted after the start of the show at the regular nominating fee, plus a $50.00 late fee. DECLARATIONS to show a horse nominated for a jumper division must be made during Horse Show Office hours and received by the Horse Show Secretary no later than the close of the office THE DAY BEFORE the class is to be held, unless otherwise stated. Declarations made on the day of the class will be charged a post entry penalty and require the horse to compete first in the order of show. SCHOOLING : Tuesday April 30 th , Tuesday May 7 th , Tuesday May 14 th , Tuesday, June 11 th , Tuesday June 18 th , and Tuesday, August 13 th from 9:00 am – 4:00 pm and as announced. Exhibitors will be allowed to hack in the rings, weather permitting, up to one hour before the start of each day. POLING AND CONDUCT: Manual poling and/or the use of offsets are prohibited. Any action(s) against a horse by an exhibitor deemed excessive by a judge, steward, schooling supervisor, veterinarian, or show manager anywhere on the competition grounds may be punished by official warning and/or elimination from the day’s competition. Such action(s) could include but is not limited to excessive or improper use of the whip, spurs, reins, rider’s weight or rider’s hands. Further violations by that exhibitor on the same horse or another horse will result in said exhibitor being barred from any further competition at the show. FOOTING/RINGS: All rings contain all-weather footing. Ring sizes are: Hunter 1: 150’ X 300’, Hunter 2: 160’ X 280’, Hunter 3: 150’ X 280’, Jumper 1: 300’ X 220’, Jumper 2: 150’ X 280’ LUNGEING: Lungeing is in designated posted areas only. VETERINARIAN: Official Show Veterinarian’s phone number will be posted at the Horse Show Office. FARRIER: No Farrier other than the official show farrier will be permitted to shoe on the grounds. MEDICAL WASTE: Sharps must be placed in the proper receptacles. Anyone found in violation shall be subject to a fine or other penalties deemed necessary by show management.
