RULES, REGULATIONS, AND GENERAL INFORMATION
The Skidmore College Saratoga Classic is governed by the rules and specifications of the USEF, USHJA, and Zone II.

CONDITIONS OF COMPETITION:
Life, senior active and junior active members shall be eligible to participate in all classes at
Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced
Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver,
owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions
and Combined Driving Competitions upon payment of a $30 show pass fee. Participants in the following classes are exempted from
the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy
classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux
and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in
English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division; and 11)
assistant handlers in Dressage Sport Horse Breeding classes.
NYRA REVOCABLE LICENSE:
MUST BE SIGNED.
In compliance with the New York Racing Association 2015 contract, no horses
are allowed to be stabled on the Saratoga Race Course without a completed and signed revocable license to use NYRA facilities for the
2015 Skidmore College Saratoga Classic Horse Show and release and waiver of liability and indemnification agreement.
MOTOR BIKE RULE:
In compliance with the New York Racing Association 2015 contract, and a mandate from the NY resident
thoroughbred trainers,
NO MOTOR BIKES
are allowed on the property.
PLEASE Bring your Bicycle instead!
NYRA & NEW YORK STATE:
Department of Agriculture require all horses entering the grounds have a negative Coggins within 12
months, a 72-hour health certificate with temperature, proof of EHV-1 vaccination no less than 14 days/no more than 90 days, proof horse
hasn’t come from a barn with active EHV-1 and hasn’t had a fever within 21 days. See skidmore.edu/saratogaclassic for more information.
STABLING:
Stall fee is
$225
per stall. There are permanent stalls with Dutch doors. It is recommended exhibitors bring stall screens.
The Management reserves the right to limit stalls to five hundred and sixty
(560).
No stalls will be reserved without receipt of stall fees
with entries.
No extension cords allowed! No refunds on stalls after the closing date of entries. Trailers and vans may not park in the
stabling area and may only park in an area specified by the Stabling Office.
FEED and BEDDING (Please pre-order prior to arrival):
The Horse Show Office will process all orders for Feed and Bedding

Only straw or shavings may be used in the stalls. Sawdust is not permitted.
ARRIVAL AND DEPARTURE:

HORSE SHOW OFFICE:
THE OFFICE will be open one (1) hour prior to the show and will close one-half (1/2) hour upon the
conclusion of that day’s classes. The office will be open Monday, June 8
th
(week I) from 8:00 am to 5:00 pm and Tuesday, June 16
th
(week
II) from 8:00 am to 5:00 pm for Rider Number pickup. HORSE SHOW SECRETARY must be notified of any splitting of horse show bills
(i.e./tack stalls, tables etc.) by
FRIDAY
of each horse show week.
ENTRIES:
Entries accepted on a first come, first serve basis.
ENTRIES CLOSE and must be RECEIVED by

No entry will be processed for acceptance unless accompanied by a completed and signed entry form AND payment in full by check or
valid credit card for the stall and office fees for each horse entered. Open checks WILL NOT be accepted for stall, office, and
nomination fee payment.
Entry forms will be accepted only when signed by the owner, trainer and each rider, or their authorized agent
and accompanied by payment for the above mentioned fees. PAYMENT in full for each show (Saratoga Classic I & Saratoga Classic II)
must be made individually. Payments are due no later than Sunday, June 14 for the Saratoga Classic I, and no later than Sunday, June 12
for the Saratoga Classic II. Horses/Riders will not be allowed to compete Week II until payment in full is received for Week I.
E
xhibitors
shall be responsible for all entry, office, stall, and nomination fees of all horses entered by them or their agent. RETURNED CHECKS:
A
fee of $50.00 will be charged for any checks returned for any reason. Horses that show in a class in which they are not entered will be
charged double the entry fee for that class.
MEASUREMENT and MEMBERSHIP CARDS:
All ponies, junior hunters, and children’s hunter ponies must present measurement
cards or will be required to be measured.

proper mailing address, telephone number, and either a Social Security number or employer’s Federal Identification Number. A copy of
each owner’s, trainer’s, handler’s and rider’s
USEF and USHJA membership cards must be presented
to the Show Secretary before any
numbers will be given out.

POST ENTRIES
:
Post Entries will be accepted and will be charged a
late fee of $50.00
per section.
SCRATCHES:
Once entered, no horse may be scratched without a veterinarian certificate. Entry fees will be refunded after a
scratch fee
of $50.00
is deducted. If the entry fee is by division only, no money can be refunded after the start of the division.
STALL AND OFFICE FEES ARE NOT REFUNDABLE.
NON-SHOWING HORSES:
Due to the limited number of stalls available, non-showing horses will be required to pay a fee of
$150
in
addition to their stall fee. Horses
must
be registered on an entry form with the show secretary and with the stabling manager.
Management reserves the right to charge any horse not accumulating entry fees of $100 an additional non-showing fee.
PRIZE MONEY
:
All recipients of prize money must complete an IRS form W-9 and may receive an IRS form 1099.
Prize Money will
be applied to your bill. Recipients of prize money that is deducted from their show bill must also complete a W-9 form. Any prize money
over the amount of the bill will be mailed within thirty (30) days of the close of the competition. Checks will be payable to the owner,
unless otherwise stated and will be paid
only
when a completed W-9 has been provided to the Horse Show office.
PRIZE MONEY Won by Foreign Exhibitors
is subject to the US IRS regulation requiring sporting events to withhold 30% of prize
money. Foreign exhibitors must obtain a US Tax Identification number in order to receive prize money.
PROTECTIVE HEADGEAR:
Protective Headgear which meets or exceeds ASTM/SEI standards for equestrian use and carries an SEI
tag must be worn by all riders at all times while mounted on a horse or pony. Headgear must be properly fitted with the harness secured
at all times. (See Rule GR 801)
DRIVER’S LICENSE STATEMENT/MOTORIZED VEHICLES AND GOLF CARTS:
Minors who do not have a valid driver’s
license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized
vehicle of any kind including, but not limited to, golf carts, on the competition grounds of licensed competitions. Minors who have a valid
temporary license may operate motorized vehicles as long as they are accompanied by an adult with a valid driver’s license
.
The Parent(s),
legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of
this rule are solely responsible for any damages, claims, losses or action resulting from that operation.
Violations of this rule will be cause
for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may
include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition
and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance
devices for individuals with disabilities are exempt from this rule.
MANAGEMENT:
The Management reserves the right to cancel, combine, or split any class if entries warrant or the rules of the USEF
require it. The Management also reserves the right to change the order of classes before or during the show, to move classes to another
ring, and to decline any entry and to return money owed before or during the show without being liable for compensation.
SKIDMORE
COLLEGE SARATOGA CLASSIC HORSE SHOW, its officials, sponsors and employees shall not be held responsible for any accident or
loss which may occur to any exhibitor, spectator, guest, rider, groom, attendant, or other employee, animal, or equipment at this show.
This will be a condition of entry.
There is to be no Traffic (cars, horses, bicycles, golf carts, etc…) on the roadways near the Oklahoma
Training Track. This area is off limits to all Horse Show participants.
Should any questions arise that are not covered in the rules, they
will be referred to the Horse Show Committee, whose decision shall be final.
STARTING/JUMPING ORDERS:
Jumping orders will be produced in accordance with USEF Rule HU158 and JP112. Orders will be
established for every class over fences. A systematic rotation will be
employed within each section. Riders with conflicts due to other rings
running at the same time should communicate with the starter so that necessary adjustments can be made. At no time will the rings be
held up more than three (3) minutes due to conflicts.
A dotted line may be used and posted on the course chart and designated in the ring.
DOGS:
Dogs must be on a leash or otherwise contained at all times and are the sole responsibility of the owner.
Individuals must not
lead dogs on a leash while mounted. Dogs must have proof of rabies vaccine
.
Loose dogs will be detained and their owners fined
$250.00.
CAMPERS:
Camper spots are limited and reservations are based on availability. You must call the show office at 518-580-5632 to make a
reservation and include payment of
$300
per week with entry form. Campers not registered with the Show Office will be fined $250.
ELECTRICAL/FIRE REGULATIONS:
By order of the Saratoga Springs fire department: The fire lanes around the barns must be
kept clear at all times. Vehicles may not be parked in barn aisles or on any service roads. Vans will be parked in a designated area. No
vans will be allowed in the show grounds parking areas. No extension cords allowed. All electrical cords must be grounded.
JUMPER NOMINATING FEE
:
To be eligible for indicated jumper divisions (see Jumper Division Specifications), horses must be
nominated by the start of each show. NOMINATIONS for all jumper division and classes close as indicated. Post nominating will be
accepted after the start of the show at the regular nominating fee, plus a $50.00 late fee. DECLARATIONS to show a horse nominated for a
jumper division must be made during Horse Show Office hours and received by the Horse Show Secretary no later than the close of the
office THE DAY BEFORE the class is to be held, unless otherwise stated. Declarations made on the day of the class will be charged a post
entry penalty and require the horse to work first in the order of show.
CAR PASSES:
Car passes will be issued at the Horse Show office. You must have a pass to enter the show grounds and stabling areas
during and after horse show hours.
SCHOOLING
:
Monday, June 8 and Tuesday, June 16 from 9:00 am – 4:00 pm and as announced. Exhibitors will be allowed to hack in
the rings, weather permitting, up to one hour before the start of each day.
POLING AND CONDUCT:
Manual poling
and/or the use of offsets are prohibited. Any action(s) against a horse by an exhibitor
deemed excessive by a judge, steward, schooling supervisor, veterinarian, or show manager anywhere on the competition grounds may be
punished by official warning and/or elimination from the day’s competition. Such action(s) could include but is not limited to excessive or
improper use of the whip, spurs, reins, rider’s weight or rider’s hands. Further violations by that exhibitor on the same horse or another
horse will result in said exhibitor being barred from any further competition at the show.
FOOTING/RINGS:
All footing at the Skidmore College Saratoga Classic Horse Show is sand. Ring sizes are diagramed here within.
LUNGEING:
Due to NYRA summer regulations,
LUNGEING IS IN DESIGNATED POSTED AREAS ONLY!!!!
A
$250.00
fine will
be issued to anyone found lungeing in an area that is not designated as a
“LUNGEING AREA.”
Lungeing rule will be strictly enforced
and recorded trainers will be fined and held responsible for any damages.
VETERINARIAN:
Official Show Veterinarian’s phone number will be posted at the Horse Show Office.
MEDICAL WASTE:
Sharps must be placed in the proper receptacles. Anyone found in violation shall be subject to a fine or other
penalties deemed necessary by show management.
